First, fully understand the importance of strengthening mental health services

Mental health is an intensive state in which people develop and develop, with reasonable cognition, emotional stability, appropriate behavior, interpersonal harmony, and adaptation. Mental health service is the use of psychology theory and methods to prevent or reduce all kinds of psychological behavior problems, promote mental health and improve the quality of life, mainly including mental health publicity and education, psychological counseling, mental illness treatment, psychological crisis intervention. From the perspective of influencing the happiness and well-being of the people and the harmonious development of society, the importance of strengthening mental health services is proposed.

The National Health and Family Planning Commission took the lead in formulating the Guiding Opinions. The main reasons are as follows: First, General Secretary Xi Jinping proposed at the 2016 National Health and Health Conference that it is necessary to increase basic research on mental health issues and to do a good job in mental health knowledge and mental illness science. Work, standardize the development of mental health services such as psychotherapy and psychological counseling. Second, the Outline of the Thirteenth Five-Year Plan for National Economic and Social Development clearly stated that mental health services should be strengthened. Third, the "Healthy China 2030" Planning Outline proposes to strengthen the construction of mental health service system and standardized management. Fourth, various localities and departments have actively explored mental health services in their respective jurisdictions or fields in recent years, and have a certain working basis.

Strengthening mental health services currently faces many challenges. On the one hand, with the rapid development of the economy and society, the number of people with abnormal psychological behaviors and common mental disorders has increased year by year, and the demand for mental health services is huge. On the other hand, due to lack of policy support and guidance, the existing mental health service system is not perfect, the service capacity is insufficient, the management ability is lagging, and the policies and regulations are not perfect.

In 2016, the National Health and Family Planning Commission conducted a number of investigations and discussions with relevant departments, and listened to suggestions from relevant departments, mental health service professional organizations and social organizations, as well as psychology, psychiatry, and sociology experts. On the basis of soliciting the opinions of experts from various provinces (autonomous regions, municipalities), relevant departments, professional institutions and social organizations, and various fields, the contents of the "Guidance Opinions" have been formed, and they have been printed and distributed in the name of 22 departments.

(2) About the basic principles.

First, considering strengthening mental health services, we must first popularize and disseminate mental health knowledge, strengthen humane care and life education, and propose the principle of “prevention first, people first”.

They also need the units, families, and individuals to shoulder corresponding responsibilities, and put forward the principle of "party and government leadership, and joint participation."

The third is to refer to the experience of developed countries and regions, focusing on the long-term institutional construction of mental health services, and at the same time fully consider the current situation in China, and put forward the principle of "based on national conditions, step by step".

Fourth, in view of the diversity of mental health service needs and individual differences, and paying attention to the scientific nature of mental health services, the principle of “classification guidance and standardized development” is proposed.

(3) Regarding basic objectives. According to the needs of mental health services in China, the actual work situation of localities and relevant departments, and considering the feasibility of achieving the goals, it is proposed that by 2020, mental health education and mental health promotion work will be carried out in various fields and industries, and the mental health awareness of the whole people will be significantly improved; By 2030, the mental health service system in line with national conditions is basically sound, and the phased goal of universal mental health literacy is generally improved.
